About CCSWC

The Committee on Centralization and Standardization of Workers’ Compensation (CCSWC) of the Hundred Islands Philippines Annual Conference (HIPAC) exists to uphold a transparent, accountable, and standardized financial system that supports the welfare of church workers and strengthens the stewardship of the Church.

Through the CCSWC-HIPAC Portal, Local Churches, Treasurers, and Administrators are empowered with an organized and centralized platform for monitoring reports, managing remittances, accessing official updates, and ensuring financial accountability across the Conference.

Beyond systems and processes, CCSWC reflects a shared commitment to equity, dignity, faithful stewardship, and sustainable support, ensuring that every church worker is cared for through just compensation, timely benefits, and coordinated financial responsibility.

Mission

To implement and sustain a centralized and standardized compensation system across the PWD and PWID Districts that ensures fair benefits, promotes transparent and accountable stewardship, and strengthens shared responsibility among Local Churches through faithful remittances, empowering church workers toward holistic growth and effective ministry.

Vision

A just, unified, and sustainable compensation system that upholds equity, dignity, and faithful stewardship, rooted in the shared commitment of church workers and Local Churches across the PWD and PWID Districts, as a vital foundation for holistic church growth and mission.

CCSWC Story

“CCSWC – Waited Yet Worth It” is a testimony of prayer, perseverance, faithful stewardship, and God’s sustaining grace throughout the journey of Centralization.

After a long wait, a long-prayed-for reality has finally materialized. The Committee on Centralization and Standardization of Workers’ Compensation (CCSWC), well-known as Centralization, has been tirelessly working since 2012. Advocates of the program, led by Rev. Abner Saballo, navigated numerous challenges, discussions, and struggles, rooted in faith and inspired by Matthew 7:7–8: “Ask and it will be given; seek and you will find; knock and the door will be opened to you.”

In 2020, Rev. Abner Saballo found God-given partners to help bring the program to life. Together with DS Glenn Cativo, DS Rizalino Nabor Jr., Bro. Ronaldi Torres, Bro. Elias Quisay Jr., Bro. Abraham Ballares, Rev. Elmo Olermo, Sis. Sheryl Caretero, Sis. Annabelle Villaruz, Ptr. Geraldine Nabor, Rev. Crisanto Olermo, Rev. Edgar Cahigas, Dss. Margie Tesoro, Rev. Jesus Delos Santos, Sis. Febe Molina, Sis. Rochelove Evangelista, Rev. Victor Magno, and Ptr. Benjamin Caboles Jr., the committee worked diligently in building the program, with the full support of Bishop Rev. Rodel Acdal.

Through countless meetings, brainstorming sessions, and revisions, the Committee refined the program. Though criticism and negativity arose, they remained steadfast, driven by the desire to see a fair, transparent, and sustainable system succeed for the benefit of church workers and the wider mission of the Church.

History was made in April 2025, as centralized salaries were implemented among HIPAC church workers. Even before that, since January 2023, CCSWC had already been faithfully paying monthly Government Prescribed Benefits (GPB) to every worker. Through this implementation, church workers now receive standardized and more commensurate compensation, on-time salary releases through ATM, and stronger financial support that is economically, socially, and spiritually progressive.

CCSWC remains committed to full compliance in the payment of all government-mandated benefits, including SSS, Pag-IBIG, and PhilHealth. It is also compliant in the payment of employee pensions for both clergy under the Clergy Retirement Pension Program of the Central Conference and deaconesses through the Decker Memorial Foundation, Inc. These efforts reflect HIPAC’s steadfast commitment to accountability, integrity, and faithful stewardship.

CCSWC has continued to strengthen the ministry through Treasurers’ Working Groups, Treasurers’ Summits, reconciliation of records, and online workshops on financial statement systems and monitoring. These activities encourage accuracy, transparency, responsible decision-making, and shared ownership among Local Church Treasurers, District Treasurers, the HR Officer, and the Centralization Treasurer.

CCSWC is tirelessly working toward the goal that HIPAC will become a catalyst of change not only locally, but also globally within the United Methodist Church family worldwide. Looking ahead, the Committee envisions stronger support for local churches, district and annual conference programs, church planting teams, church building projects, and other facilities that will advance the mission of the Church for generations to come.
